(홍콩=연합뉴스) 안승섭 특파원 = 2014년 홍콩 민주화 시위 '우산 혁명'의 주역인 조슈아 웡(黃之鋒)이 지난해 홍콩 구의원 선거와 달리 오는 9월 입법회 선거 출마 자격을 획득할지가 홍콩 정가의 주요 관심사로 떠올랐다.

27일 홍콩 사우스차이나모닝포스트(SCMP) 등에 따르면 전날 홍콩 선거관리위원회는 입법회 선거 출마를 선언한 조슈아 웡에게 후보 자격 심사를 위한 사상검증 성격의 '충성 질의서'를 보냈다.

홍콩에서 선거에 출마하려면 선관위의 후보 자격 허가를 받아야 하는데, 선관위는 해당 후보가 홍콩 헌법인 '기본법'을 지지하고 홍콩 정부에 충성하는지 등을 심사해 허가 여부를 결정한다.

선관위는 질의서에서 웡이 지난해 미국을 방문, 미국 관리와 의원들에게 '홍콩 인권·민주주의 법'(홍콩인권법) 제정을 촉구한 것 등을 문제 삼았다.

홍콩인권법은 미국이 매년 홍콩의 자치 수준을 평가해 특별지위 지속 여부를 결정하고, 홍콩의 인권 탄압에 연루된 중국 정부 관계자 등에 대한 비자 발급을 제한하는 내용 등을 담았다.

선관위는 질의서에서 "외국에 대한 제재 요청은 외국 세력이 홍콩 정부에 압력을 넣고 홍콩 내정에 간섭할 수 있도록 한다"며 "이러한 행동이 어떻게 기본법 지지와 홍콩 정부에 대한 충성과 부합할 수 있느냐"고 따져 물었다.

이어 웡이 입법회 의원에 당선된 후에도 미국이나 다른 국가들에 홍콩 정부를 제재하도록 요청할 것인지 등도 질의했다.

선관위는 웡이 '홍콩 국가보안법'(홍콩보안법)에 대한 반대 의사를 밝힌 것이 국가안보 수호라는 홍콩 정부의 헌법적 책임에 반대한다는 의미냐는 질문도 던졌다.

이에 웡은 "선거 후보의 소셜미디어, 언론 인터뷰, 기고문 등까지 문제 삼는 것은 말이 안 된다"며 "선관위는 국가안보와 관련된 혐의를 조작하려고 한다"고 질타했다.

그는 트위터에 올린 글에서 "중국 중앙정부는 민주파 진영 후보에 대한 대규모 자격 박탈의 길을 닦고 있다"며 "9월 입법회 선거는 정상적인 의미의 선거라고 할 수 없을 것"이라고 비판했다.

웡은 이날 선관위에 보낸 답변서에서 "나는 외국 세력이 중국과 홍콩에 압력을 넣도록 할 권한이나 의도가 없다"며 "나는 다만 중국이 '중·영 공동선언'에 명시된 홍콩에 대한 기본 정책을 이행하는 것을 국제사회가 돕도록 했을 뿐"이라고 주장했다.

그는 앞으로 미국이나 다른 나라에 홍콩에 대한 제재를 요청하지 않을 것이라는 뜻도 밝혔다.

웡의 이러한 답변은 9월 입법회 선거에 출마할 자격을 박탈당하지 않으려는 의도에서 나온 것으로 분석된다.

홍콩 언론은 홍콩의 대규모 시위를 주도해온 민간인권전선 대표이자 입법회 선거 출마를 선언한 지미 샴도 선관위 질의서를 받았다고 전했다.

이러한 노력에도 불구하고 웡이 오는 입법회 선거에 출마할 자격을 박탈당한다면 이는 지난해 11월 구의원 선거에 이어 두 번째 사례가 된다.

웡은 민주파 진영이 압승을 거둔 지난해 구의원 선거에 출마하려고 했으나, 선관위는 그가 기본법 지지와 정부에 대한 충성 의사가 없다면서 그의 후보 자격을 박탈해버렸다.

이처럼 홍콩 선관위가 후보의 사상 등을 문제 삼아 후보 자격을 박탈한 사례는 2016년 이후 10여 건에 달한다.

대규모 후보 자격 박탈이 현실화할 경우 홍콩 민주파 진영의 선거 패배로 이어질 수 있다는 점을 우려한 민주파 후보들은 일종의 '전향 선언'을 하면서 선관위의 칼날을 피하려는 모습을 보였다.

웡에 앞서 홍콩 야당 공민당의 앨빈 융 주석 등 9명의 민주파 후보가 '충성 질의서'를 받았으나, 이들은 답변서를 통해 대부분 앞으로 외국 정부의 홍콩 제재를 요청하지 않고, 홍콩 독립에도 찬성하지 않겠다는 뜻을 밝혔다.

한편 홍콩 친중파의 대표 인물 중 한 명인 렁춘잉(梁振英) 전 행정장관은 코로나19 확산을 이유로 입법회 선거를 연기해야 한다는 주장을 폈다.

입법회 선거에 출마할 야권 단일후보를 정하는 지난 11∼12일 예비선거에 예상을 훨씬 뛰어넘는 61만 명의 홍콩 시민이 참여하는 등 야권 지지 열기가 뜨거워 보이자 홍콩 친중파 진영에서는 선거 연기론이 잇달아 나오고 있다.
