보기만 해도 시원한 여울물이 흐르는 청정 계곡 옆으로 고개를 조금 돌리자 금세 눈살이 찌푸려졌다.

피서객들이 버린 '양심'에 계곡 곳곳이 멍들어 있었기 때문이다.

빗방울에 젖은 상자를 치우자 드러난 쓰레기 더미에는 먹다 남은 수박 껍질에 과자 봉지, 담배꽁초, 각종 일회용품이 뒤섞여 있었다.

거나하게 술판이라도 벌인 듯 소주병과 맥주병도 곳곳에 나뒹굴었다.

음식물 쓰레기 주변으로는 벌레들이 들끓고, 음식물 쓰레기에서 새어 나온 국물은 무덥고 습한 날씨와 만나 악취를 뿜어내고 있었다.

청정 계곡에 버려진 양심

여기에 담배꽁초까지 뒤섞여 역한 냄새가 올라왔다.

최소한의 양심은 지키고 싶었을까. 일부는 종량제 봉투에 담겨 있었으나 검은 비닐과 편의점 봉투에 담긴 쓰레기들이 눈에 띄었다.

'취사 금지'라는 현수막이 무색하게 돌을 쌓아 올려 만든 자리에는 불을 피워 새까맣게 그을린 흔적이 남아 있었고, 그 옆으로 불판과 숯 등이 그대로 버려져 있었다.

쓰레기와 함께 버려진 양심이 무단투기를 낳고, 곧 또 다른 양심이 버려지는 악순환이 반복되는듯했다.

신종 코로나바이러스 감염증(코로나19) 사태로 인파가 붐비는 피서지 찾기를 꺼리고, 한적하면서도 맑은 자연을 느낄 수 있는 계곡이 인기를 끌고 있으나 시민의식은 '제자리걸음'하고 있었다.

피서객들이 많이 찾는 사북면 지암리 역시 쓰레기로 몸살을 앓긴 마찬가지다.

기자가 찾은 이 날 오전 깔끔히 정리된 계곡 뒤편에는 마대 자루가 겹겹이 쌓여 있었다.

이곳 일대의 환경정화와 안전관리를 맡은 마을주민은 "아침 일찍이 나와 몇 시간 동안 쓰레기를 수거했다"며 "별의별 쓰레기가 다 있다"고 혀를 내둘렀다.

피서객 중 절반은 종량제 봉투를 가지고 온다지만 주말이 지나면 아무 데나 내던져진 쓰레기의 양만 서너 포대는 족히 나온다고 한다.

궁여지책으로 피서객 이름과 전화번호까지 받기도 하지만 쓰레기를 되가져가는 이들은 드물다.

여름철마다 엄청난 양의 쓰레기 발생이 되풀이되자 춘천시는 계곡 20곳을 중점 관리하고 있다.

계곡 한편에 '아름다운 추억만 남기고 쓰레기는 되가져가기'라는 현수막이 걸려 있었으나 올해도 얌체 피서객 탓에 쓰레기와 한바탕 전쟁을 치를 것으로 보인다.
