문체위, 체육계 폭력 근절 '故최숙현법' 여야 합의 의결

실업팀 국가 표준계약서 도입·지도자 처벌 강화

인권침해 우려 사각지대 CCTV 설치도 가능

(서울=연합뉴스) 류미나 기자 = 국회 문화체육관광위원회는 30일 전체회의를 열어 체육인 인권보호 강화를 골자로 하는 '고(故) 최숙현법'(국민체육진흥법) 개정안을 의결했다.

이날 위원회 대안으로 처리된 개정안은 체육계 폭력 및 비리 근절을 위해 선수 인권침해 해결, 가해자 처벌 등과 관련 제도를 개선하고 주무부처인 문화체육관광부의 관리감독 의무도 강화하도록 했다.

개정안은 또 정부가 실업팀 선수들의 불공정계약 방지를 위해 국가 표준계약서를 개발·보급하고 지방자치단체장이 점검하도록 하되 문체부 장관에게 최종 시정요구권을 부여했다

선수 폭행 등 스포츠 비리에 연루된 단체 및 지도자에 대한 처벌 조항도 강화했다. 조사에 비협조하는 것만으로도 책임자 징계가 가능하며, 혐의가 확정된 지도자의 자격정지 기간을 현행 1년에서 5년의 범위로 확대했다.

체육인에 대한 폭력, 성폭력 등 인권침해 우려가 있는 주요 지점에 CCTV 등 영상정보처리기기를 설치할 수 있도록 했다.

문체위는 지난 6일 관련 현안보고와 22일 청문회 결과를 토대로 전날 법안소위 심사를 거쳐 위원회 대안을 마련했다.
