"의사 수요 계속 증가…현장 고충 해결하는 시발점 될 것"

(서울=연합뉴스) 김잔디 기자 = 정부의 의과대학 입학정원 증원 등 의사 인력 확충계획에 대해 국립대학병원협회가 24일 전체적인 정책 방향에 공감한다는 공식 입장을 냈다.

국립대학병원협회는 "고령화에 따른 만성질환 증가, 지역별 의료체계 구축 필요, 재난 상황 대비, 의학 연구 역량 확보 필요 등으로 의사 수요는 계속 증가하고 있다"며 "정부의 이번 정책은 의료현장의 고충을 해결하고 국가 균형 발전을 달성하는 데 중요한 시발점이 될 것"이라고 밝혔다.

다만 의사인력 확충을 놓고 의료계에서 우려하는 부분에 대해서도 들여다봐야 한다고 촉구했다.

현재 대한의사협회 등은 의대 증원에 반대하며 의사가 부족한 게 아니라 의료인력 배치 불균형 등을 문제라고 지적하고 있다. 또 의대 입학정원이 늘어나면서 교육의 질이 떨어질 수 있다고도 보고 있다.

국립대학병원협회는 "의사인력 부족 문제는 배출 의사 수의 절대적 부족이라는 원인 말고도 지역 간 의사와 병원의 분포 불균형 등으로 발생한다는 점도 귀 기울여야 한다"며 "공공의료의 확충, 전문과목의 불균형 해소 등 애초의 목표를 달성하기 위해서는 세부 시행에 앞서 적극적으로 관련 제도를 정비해야 할 것"이라고 했다.

국립대학병원협회는 "의사 수 확대는 의과대학 교육의 충실성을 담보하고, 배출되는 의사 인력의 지역 적정 배치 등 목표에 충실할 수 있도록 설계돼야 한다"고 덧붙였다.

정부는 전날 2022학년도부터 10년간 한시적으로 의과대학 정원을 늘려 총 4천명의 의사 인력을 추가로 양성하는 방안을 추진하겠다고 밝힌 바 있다.

경제협력개발기구(OECD) 보건통계 자료에 따르면 2018년 기준 우리나라의 인구 1천명당 활동 의사는 한의사를 합쳐 2.4명으로 OECD 평균 3.5명에 미치지 못한다.

국립대학병원협회는 강원대학교병원, 경북대학교병원, 경상대학교병원, 부산대학교병원, 서울대학교병원, 전남대학교병원, 전북대학교병원, 제주대학교병원, 충남대학교병원, 충북대학교병원(가나다순) 등 국립 의과대학 병원으로 이뤄진 조직이다.
