(베이징=연합뉴스) 심재훈 특파원 = "더워 죽겠는데 전깃불이 갑자기 나갔어요."

신종 코로나바이러스 감염증(코로나19) 사태 속에서 최근 어렵게 베이징(北京)에 들어온 A기업 주재원이 한밤중 황급하게 알려온 전화 내용이다.

갑작스러운 상황에 당황한 이 주재원에게 우선 전원 차단기가 내려져 있는지 확인해 보게 했다. 전원 차단기는 문제가 없었다.

그래서 집 밖에 있는 전기 계량기를 찾아보라고 했다.

중국은 전기 계량기에 사용한 전기량과 더불어 충전된 전기요금 현황이 나와 있기 때문이다.

이 주재원은 새로 이사한 집이라 전기 요금이 바닥난 줄로 모르고 있다가 한밤중에 봉변을 당한 것이다.

다행히도 부동산 중개인의 도움을 받아 휴대전화 위챗 등을 통해 전기요금을 충전한 뒤 에어컨을 가동해 한여름 밤의 더위를 넘길 수 있었다.

이는 광활한 대륙 중국 주민들에게는 익숙하지만 이방인들에게는 다소 낯선 선불 문화를 엿볼 수 있는 단면이다.

한국에서는 신용카드를 주로 쓰고 전기요금 등도 사용한 뒤 고지서를 받는 후불제가 많은 편이다. 하지만 중국은 통장에 들어있는 돈만큼만 연동해 체크 카드나 위챗(微信·중국판 카카오톡)으로 지불하는 방식이며 선불 결제가 통용되고 있다.

겨울철에 베이징을 포함한 중국 북방 지역에서 실시하는 중앙 난방비 또한 3~4개월 치를 미리 내야 하는 경우가 많다.

또한, 커피숍이나 식당, 미용실, 발 마사지숍 등 거의 모든 서비스업은 선불 결제를 통해 고객 확보와 영업을 하고 있다.

물론 밥을 먹거나 커피를 마신 뒤에 돈을 낼 수 있다. 다만 그럴 경우 선불카드 회원보다 많은 돈을 내야 해 괜히 억울한 생각이 들게 된다.

예를 들어 베이징의 미용실에 가서 1천위안이나 2천위안짜리 선불카드를 사며 10~15% 추가액 적립을 통해 할인해준다. 따라서 선불카드 회원이 아니면 비싼 돈을 주고 이발을 해야 해 대부분 선불카드를 사게 된다.

이들 상점 또한 더 비싼 선불카드를 살수록 추가 적립액을 높이는 방식으로 사전에 돈을 끌어모으고 있다.

이러다 보니 적지 않은 문제점도 생긴다.

이들 상점이 갑자기 망할 경우 선불카드를 산 회원들이 배상받을 방법이 사실상 없기 때문이다.

중국 공안 또한 형사 사건이 아닌 돈이 걸린 민사 사건의 경우 당사자들끼리 합의를 유도하기 때문에 법에 의한 해결도 쉽지 않다.

일부 악덕 상점들은 가게를 폐쇄하기 직전 파격적인 추가 적립액을 제시하면서 회원들을 끌어모은 뒤 야반도주하는 사례도 심심치 않게 볼 수 있다.

특히, 코로나19 사태로 인한 경기 침체로 베이징 최대의 한인 밀집지인 왕징(望京)에서도 문을 닫은 가게들이 많아, 이들 가게의 선불카드를 갖고 있다가 피해를 본 교민들이 적지 않다.

그렇다면 중국은 왜 이런 선불 문화를 선호하게 됐을까.

왕징에서 부동산 중개업을 수십 년째 한다는 조선족 B씨는 "중국은 워낙 땅이 넓고 사람이 많아 신용이라는 게 통용되기 어렵다"면서 "솔직히 돈을 떼먹고 도망가 숨어버리면 광활한 중국에서 찾기는 사실상 불가능하다"고 말했다.

그는 "그리고 돈에 대해서는 철저하기로 유명한 중국인들의 습관도 작용한 거 같다"면서 "따라서 중국에서는 웬만하면 외상을 구경하기 쉽지 않다"고 덧붙였다.
