(선양=연합뉴스) 차병섭 특파원 = 중국 남부지방 홍수로 일각에서 싼샤(三峽) 댐 변형설이나 붕괴설 등이 거론되는 것과 관련, 싼샤댐 관계자가 '유언비어'라며 적극 부인했다.

21일 관영매체 환구시보에 따르면 싼샤댐을 관리하는 싼샤그룹 유역중추관리센터 책임자는 이 매체 인터뷰에서 "유언비어를 만드는 것은 과격한 말로 남을 놀라게 하려는 것"이라면서 "과학적 근거가 없는 추측은 모두 무책임하며, 다른 꿍꿍이가 있는 것"이라고 비판했다.

이 책임자는 "댐의 안전 운영상태는 양호하다. 최근에 어떠한 변형이나 위험도 나타나지 않았다"면서 "일각에서 생각하는 것만큼 댐이 취약하지 않고 한 번의 공격을 못 견디는 게 아니다"라고 말했다.

환구시보는 별도 보도를 통해 "최근 대만 친 민주진보당(민진당) 매체와 방송 사회자, 언론인 등이 이러한 말을 퍼뜨리고 있다고 주장하기도 했다.

이 책임자는 올해 댐 방류로 양쯔강 중하류에 홍수가 발생한다는 비판에 대해서는 "방류한다고 해서 홍수 방지 역할을 안 하는 게 아니다"라고 반박했다.

그러면서 "유입량이 최대였던 지난 2일 기준, 1초당 방류량(3만5천㎥)이 유입량(5만3천㎥)보다 적었다. 여전히 홍수방지 역할을 하는 것"이라고 말했다.

이 책임자는 "(올해 들어) 지난 19일까지 5차례 홍수방지를 위해 댐을 운영했으며, 홍수방지 총량은 약 140억㎥"라면서 "싼샤댐이 하천 최고수위를 낮추는 역할도 했다"고 설명했다.

또 "싼샤댐이 없었으면 중하류 둥팅후(洞庭湖)·포양후(鄱陽湖) 일부 지역의 수위가 안전수준을 넘는 등 양쯔강 중하류 방재가 더욱 긴장된 상황이었을 것"이라고 밝혔다.

그는 "17일 오전 10시(현지시간) 댐 유입량이 1초당 5만㎥로 늘어 올해 2번째 홍수가 됐다. 19일 오후 8시 유입량은 1초당 4만6천㎥로, 이번 홍수의 최고치였던 1초당 6만1천㎥보다 줄어들었다"면서 "2번째 홍수가 안정적으로 싼샤댐을 통과했다"고 주장했다.

다만 싼샤댐은 19일 오후 8시 기준 최고수위(175m)와 불과 11m 차이인 164.18m까지 물이 찼는데, 이에 대한 직접적인 언급은 없었다.
