우여곡절 끝에 부산항 외국 선원 격리시설 마련했지만 곧 포화

객실 400개 불과한데 격리 선원 하루 10~20명가량 순증

해수부 민원 때문에 수용시설 추가 확보 어려워 전전긍긍

(부산=연합뉴스) 박성제 기자 = 해수부가 부산항에서 교대 목적으로 하선하는 외국인 선원 격리시설을 가까스로 확보했지만 이마저도 포화상태에 이르면서 수용시설이 모자랄 지경이다.

28일 해수부 등에 따르면 이달 17일부터 선원 교대를 위해 하선하는 외국인 선원은 부산 중구 한 호텔에 격리되고 있다.

음성판정을 받은 이들은 출국 날짜에 따라 최소 2∼14일간 이 시설에 머무른다.

지난 13일부터 러시아 선박에서 발생한 집단감염을 계기로 하선하는 선원은 전원 2주간 자가격리에 들어가야 한다는 지침에 따른 조치다.

문제는 해당 시설 객실 400개 중 290개가 차면서 이대로라면 포화상태에 이른다는 점이다.

보통 시설에 입소하는 외국인 선원은 하루 평균 70∼80명이다.

격리 선원 중 자국으로 돌아가기 위해 퇴소하는 하루 50∼60명가량 선원을 감안하더라도 입소 선원이 하루에 10∼20명씩 지속해서 늘고 있는 셈이다.

해수부 관계자는 "수용할 수 있는 규모를 넘어설 경우 여수에 있는 또 다른 외국인 선원용 격리시설에 보내야 할 수 있다"며 "오히려 감염 확산 우려가 더 커진다"고 말했다.

이어 "전국적으로 해외유입 확진자로 인한 지역사회 감염이 확산하는 상황에서 격리시설을 마련해 안정적으로 관리해야 한다"고 말했다.

하지만 외국인 선원용 격리시설이 부산 송도해수욕장 앞 호텔로 지정됐다가 주변 상인 반대로 중구 한 호텔로 변경된 뒤에도 지자체를 비롯한 인근 주민의 반발은 여전하다.

중구청을 비롯한 지역 주민 등은 주변 매출 감소와 코로나19 감염이 우려된다며 지난 24일부터 항의 집회를 열고 있다.

이에 해수부는 외국인 선원이 시설을 이탈할 가능성은 거의 없기 때문에 안전하다고 말했다.

해수부 관계자는 "출구 개수, 창문 크기 등을 모두 고려해 선원 격리시설로 이 호텔을 선정한 것"이라며 "호텔 주변은 경찰 등이 지키기 때문에 선원 도주 우려는 사실상 없다"고 말했다.

이어 "일반적으로 확진자가 나온 선박에서 음성판정 선원이 입소한다고 오해하는데, 자국으로 출국하기 위해 내리는 선원이 들어오는 것"이라고 설명했다.
