'마작 스캔들' 전직 日검사장 기소유예…"제 식구 감싸기" 비판

(도쿄=연합뉴스) 이세원 특파원 = 일본에서 신종 코로나바이러스 감염증(코로나19) 긴급 사태 와중에 기자들과 내기 마작을 해 파문을 일으킨 전직 검사장의 도박 혐의에 대해 수사 당국이 기소 유예 처분을 내렸다.

기소유예는 범죄가 있었던 것으로 판단하기에 충분하지만 특별한 사정을 고려해 검찰의 재량으로 기소하지 않기로 결정하는 처분이다.

교도통신에 따르면 일본 도쿄지검은 도박 혐의로 고발된 구로카와 히로무(黑川弘務) 전 도쿄고검 검사장 및 그와 함께 내기 마작을 한 기자 등에 대해 10일 기소유예 처분을 내렸다.

검찰은 문제가 된 내기 마작에 대해 "친한 사람들끼리 오락의 연장 선상에서 이뤄진 것으로 사행성이 높다고 말할 수 없다. 어쨌든 일정한 사회적 제재를 받았으며 사실을 인정하고 반성하고 있다"고 기소하지 않은 이유를 설명했다.

고위 공직자 및 기자의 윤리 문제로 번진 사건에 대한 불기소 처분은 봐주기 논란을 낳고 있다.

구로카와를 고발한 시민단체 대표는 "검찰은 구로카와 씨가 사직한 것을 (기소 여부 판단에) 고려한 것으로 보이지만 시민의 감정으로 보면 제 식구 감싸기라는 인상이 있으며 공평성에 대한 의문이 남는다"는 반응을 보였다고 NHK는 전했다.

그는 기소유예 처분에 수긍할 수 없으며 이런 조치가 합당한지 검찰심사회의 심사를 요구할 것이라고 덧붙였다.

검찰심사회는 20세 이상 일본인 유권자로 구성된 심사원이 불기소 처분의 적정성을 평가하는 제도로 한국의 재정신청과 유사하다.

구로카와는 정치권과의 인맥이 두터웠으며 아베 신조(安倍晋三) 내각이 전례 없이 정년을 연장하면서 차기 검사총장(검찰총장에 해당)으로 사실상 내정됐다는 설이 돌기도 했다.

하지만 코로나19 긴급사태 와중에 기자들과 내기 마작을 한 사실이 드러나 중도 사임했고 아베 정권의 지지율이 급락하는 계기가 됐다.
