통합신공항 안착한 군위·의성 소멸 위기 딛고 날개 달았다

의성군 불만 지속 가능성…갈등 해결 숙제로 남아

지난해 말 한국고용정보원 집계에 따르면 군위와 의성의 소멸위험지수는 각각 0.143으로 전국 기초자치단체 중에서 소멸 위험이 가장 큰 것으로 나타났다.

저출산, 고령화로 이처럼 소멸 위험이 큰 것으로 나온 가운데 앞으로 신공항 이전사업이 추진되면 군위·의성은 향후 항공도시로 발전을 꾀할 수 있게 됐다.

신공항 건설에는 9조2천700억원의 사업비가 들어갈 전망이다.

경북도도 신공항 주변과 배후 430만여㎡에 1조원을 들여 항공 클러스터를 조성할 계획이라고 밝힌 바 있다.

한국교통연구원은 통합신공항을 건설하면 10조2천억원 생산·부가가치 유발효과와 5만3천개 일자리가 생길 것으로 추산하기도 했다.

이에 따라 의성 비안·군위 소보에 신공항이 들어서면 두 지역은 경제가 한 단계 도약하고 일자리와 인구도 증가할 것으로 기대된다.

민간공항 이전에 따른 물류, 교통, 관광 등 여러 분야에서 경제 시너지 효과도 상당할 것으로 본다.

인·물적 교류에 따른 관문 역할로 공항철도와 같은 사회기반시설 구축 등의 파급 효과도 클 것으로 내다본다.

군위에는 민항 터미널과 부대시설이 마련되고 통합신공항과 서대구KTX역사를 잇는 공항철도, 군위를 동서로 가로지르는 관통 도로가 들어설 계획이다.

또 약 2천500가구 규모인 국방부 영외관사, 대구시와 경북도 공무원연수시설도 군위에 조성될 예정이다.

시·도는 군위와 의성에 각각 330만㎡ 규모의 항공클러스터를 지어 항공 관련 산업체를 다수 유치할 계획도 갖고 있다.

하지만 이번 공동후보지 타결과 관련해 의성에서는 대구시, 경북도 등이 내놓은 중재안을 두고 불만 섞인 목소리도 나올 수 있다.

중재안을 놓고 의성군유치위원회 등은 "중재안 대부분은 의성이 거의 모든 것을 양보하라는 뜻으로 껍데기만 가져오고 알맹이는 군위에 주라는 것이다"고 반발하기도 했다.

게다가 의성과 군위가 신공항 이전지 선정 과정에 빚은 심각한 갈등도 해결해야 할 과제로 떠오른다.

두 지역은 후보지 선정 투표를 앞두고 서로 맞고소하는 등 유치 경쟁이 치열했다.

이에 의성과 군위 신공항유치단체는 상대 지역 자치단체장을 고발하기도 했다.

또 의성군은 지난 27일 합의를 어기고 통합신공항 공동후보지 유치신청을 거부한 군위군을 상대로 대구지방법원에 유치신청 절차이행 청구의 소를 제기했다.

의성군 관계자는 군위군이 우여곡절 끝에 대구경북 통합신공항 공동후보지에 유치 신청을 하기로 하자 "다행이다"고 밝히면서도 "중재안 등을 두고 의성군의 불만이 많았으나 유치를 위해 침묵한 상황이라 논란 가능성이 있다"고 말했다.
