당정청 "권력기관 개혁은 시대 소명…입법 신속 추진"

(서울=연합뉴스) 이유미 강민경 기자 = 더불어민주당과 정부, 청와대는 30일 오전 국회에서 협의회를 열고 권력기관 개혁 완수를 한목소리로 강조했다.

검찰과 경찰, 국가정보원 등 주요 권력기관의 권한을 균형 있게 분산하고 민주적 통제가 가능하도록 혁신하겠다는 것이 골자다.

이를 위해 검찰의 직접 수사 범위 제한, 자치경찰제 도입, 국가정보원 정치 개입 차단을 위한 법 개정 및 국회·감사원 차원의 통제 강화를 추진하기로 했다.

민주당 김태년 원내대표는 "20대 국회에서 미완의 과제로 남은 권력기관 개혁을 다시 시작한다"며 "권력기관 개혁은 촛불혁명으로 집권한 문재인 정부와 민주당에 국민이 부여한 시대적 소명"이라고 말했다.

그러면서 "핵심은 견제와 균형을 통해 과거 국민 위에 군림했던 권력기관을 국민을 위해 봉사하는 국가기관으로 거듭나도록 혁신하는 것"이라고 강조했다.

조정식 정책위의장은 "권력기관 개혁이 차질없이 이뤄지도록 관련 법률 개정을 신속히 추진하겠다"며 "정부에서도 시행령 개정 등을 차질없이 해달라"고 주문했다.

추미애 법무부 장관은 "이번 개혁은 해방 이후 처음 경험하는 형사·사법의 대변혁"이라며 "검경 간 새로운 역할을 정립하고, 국민의 인권이 보호되는 새로운 형사·사법체계가 되길 기대한다"고 밝혔다.

검경 수사권 조정 후속 조치와 관련해선 "그간 검찰의 문제로 지적된 과도한 직접 수사를 대폭 축소하고, 검찰에 집중된 권한을 분산시켰다"고 설명했다.

또 "경찰의 자율권을 강화하고 중대 범죄에 대한 수사 역량을 강화하는 데도 중점을 뒀다"며 "경찰의 권한이 강화된 만큼 국민의 인권 보호에 공백이 없도록 검사의 인권 보호 기능을 유지하도록 했다"고 덧붙였다.

박지원 국정원장은 "국정원 개혁의 골자는 국내 정치 개입 근절과 대공 수사권의 경찰 이관, 국회에 의한 민주적 통제 강화"라며 "국정원법 개정 등 신속 추진 방안을 모색해 국민이 믿는 정보기관으로 다시 태어나는 계기가 되길 바란다"고 했다.
