서울시 9개월간 서정협 행정1부시장 대행체제

장 공석으로 그린벨트유지 등 흔들릴 수도…보궐선거 내년 4월 7일 예정

(서울=연합뉴스) 임미나 기자 = 박원순 서울시장이 사망하면서 앞으로 9개월간 서울시 행정은 시장 권한대행 체제로 운영된다.

박 시장의 민선 7기 임기는 2022년 6월 30일까지로, 4년 임기의 절반인 약 2년이 남은 상태였다.

지방자치법에 따르면 지방자치단체장이 궐위(闕位·직위가 빈 상태)된 경우 부시장 등 부단체장이 그 권한을 대행하게 돼 있다. 서울시의 경우에는 서정협 행정1부시장이 그 역할을 맡는다.

서정협 부시장은 제35회(1991년) 행정고시 출신으로 서울시에서 행정과장, 시장비서실장, 시민소통기획관, 문화본부장 등 주요 직위를 두루 거친 행정 전문가다.

서 부시장이 오랜 행정 경험을 바탕으로 서울시정을 무난하게 이끌 수는 있을 것으로 보이지만, 권한대행으로서 한계가 있어 민선 시장과 같은 정치력을 기대하기는 힘들다. 이 때문에 대정부 관계 등에서 힘있게 목소리를 내기는 어려울 것이라는 관측이 지배적이다.

특히 최근 뜨거운 이슈가 된 부동산 정책과 관련해서는 박 시장이 고수한 그린벨트 유지, 재건축 규제 등 기조가 흔들릴 수 있다는 전망이 나온다.

박 시장이 민선 7기 역점사업으로 추진해 온 청년·취약계층 지원이나 도시재생 등의 동력도 약화할 공산이 커졌다.

새 서울시장을 뽑는 보궐선거는 내년 4월 7일에 열릴 것으로 예상된다.

공직선거법에 따르면 국회의원·지방의회의원 및 지방자치단체의 장의 보궐선거는 4월 중 첫 번째 수요일에 실시하게 돼 있다.

내년 4월 7일에는 서울시장 보궐선거뿐만 아니라 부산시장 보궐선거도 함께 열린다. 지난 4월 오거돈 전 부산시장이 여성 공무원을 성추행했다며 전격 사퇴 의사를 밝히면서 부산시장직이 공석이 됐기 때문이다.
