(광주=연합뉴스) 손상원 기자 = 역사의 뒤안길로 사라질 처지에 있는 전방(옛 전남방직), 일신방직 광주 공장 부지가 매각돼 개발 계획 구상에 변수가 생겼다.

24일 광주시와 지역 업계에 따르면 전방은 자산운용 효율화와 경영환경 개선을 위해 광주 북구 임동 광주 공장 부동산을 3천660억1천400만원에 매각하는 계약을 23일 체결했다.

인접한 일신방직도 3천189억8천600여만원 규모 매각 계약을 체결했다.

부지 규모는 전방의 경우 16만1천983㎡, 일신방직은 14만2천148㎡가량으로 3.3㎡당 740만원선에서 매각가가 결정된 것으로 알려졌다.

이번 계약에는 매각 대금, 부지 규모, 장소의 상징성에 대규모 택지 개발 가능성까지 제기되면서 지역 사회의 이목이 쏠리고 있다.

2곳 모두 부동산 개발 업체인 엠비엔프라퍼티와 휴먼스홀딩스에 양도한다. 양도 예정일은 내년 6월 30일이다.

거래 대금은 계약금으로 10%를 지급하고 잔금은 사전협상 종료일에 주기로 했다.

매각이 이뤄지면 광주시의 기존 개발 계획 구상에 변화가 예상된다.

광주시는 방직산업 메카인 공장 터를 개발하고 시민 편의와 공익성을 담보한 계획안을 마련해 전방, 일신방직과 협상에 들어가려고 했었다.

시는 부시장을 단장으로 개발 계획을 구상할 태스크포스를 구성하고 실무협의를 시작하기도 했다.

전방과 일신방직은 평동산단에 운영 중인 공장의 생산 능력을 설비 현대화 등으로 늘려 임동 공장을 옮길 것으로 알려졌다.

전방 임동 공장은 2017년 말 가동을 중단했으며 일신방직은 아직 가동 중이다.

두 업체는 임동 공장 부지 용도를 공업용지에서 상업이나 주거 용지로 변경해 호텔, 업무 시설, 쇼핑 시설, 주상복합 시설, 도로, 공원 등을 조성하겠다는 제안서를 지난해 8월 시에 제출했다.

시는 이와 별개로 도시계획, 경관, 교통, 문화, 환경 요인 등을 종합적으로 검토한 계획을 마련한 뒤 업체와 본협상 여부를 결정할 예정이었다.

조건 없는 토지 용도변경은 특혜로 비칠 수 있는 만큼 땅값 상승액의 절반가량을 공공 기여금으로 받는 방침도 정했다.

부지 매각 계약으로 생긴 이 같은 변수에도 광주시는 협상 상대방을 토지 소유자라는 원칙을 유지했다.

소유권이 완전히 이전되기 전까지는 전방, 일신방직과 협의를 추진하겠다는 것이다.

시 관계자는 "일단 매각 경위를 파악해 시의 협상 방침을 최종적으로 확정하겠다"고 말했다.

임동 방직 공장은 1935년 일본 방직업체가 설립한 공장이 모태로 시민에게는 일제 수탈의 아픔과 산업화 시기 여공들의 애환이 서린 근대 산업문화 유산으로 인식된다.

1945년 해방 이후 일본인들이 물러가고 정부 소유 전남방직 공사로 출범했다가 1951년 전남방직 주식회사로 민영화됐으며 1961년에는 일신방직이 분할됐다.
