일본 코로나 하루 확진 600명 넘었는데, '여행장려' 캠페인 강행(종합2보)

확진자 가장 많은 도쿄만 대상에서 빼기로…논란 커질 듯

(도쿄=연합뉴스) 박세진 특파원 = 일본에서 16일 신종 코로나바이러스 감염증(코로나19) 신규 확진자 수가 600명을 넘어섰다.

이런 가운데 일본 정부는 여행 장려 캠페인인 '고 투(Go To) 트래블' 사업을 도쿄도(都)를 제외한 나머지 지역에서 22일부터 예정대로 강행할 예정이어서 논란이 커질 것으로 보인다.

NHK 집계에 따르면 이날(오후 10시 30분 기준) 도쿄 286명, 오사카 66명을 포함해 전국 30개 광역지자체와 공항 검역소(4명)에서 총 622명의 신규 감염자가 나왔다.

일본의 하루 신규 확진자 수가 600명을 넘은 것은 긴급사태 발효 기간에 최다치를 기록했던 4월 11일(720명) 이후 96일 만에 처음이다.

또 하루 622명의 신규 확진자 수는 4월 11일과 4월 10일(644명)에 이어 3번째로 많은 것이다.

감염 확산 지역인 도쿄의 신규 확진자 수는 지난 10일 243명으로 가장 많았는데, 이날 최다 기록을 경신했다.

이날까지 최근 일주일 동안 도쿄의 코로나19 확진자는 1천360여명에 달한다.

일본의 누적 확진자 수는 2만4천369명, 사망자는 총 998명이 됐다.

일본 정부는 지난 4월 7일 도쿄와 오사카 등 확진자가 많이 나오던 7개 광역지역에서 코로나19 대응을 위한 1차 긴급사태를 선포한 뒤 전국으로 확대했다가 5월 25일 모두 해제했다.

긴급사태 해제 이후 일본의 하루 신규 확진자 수는 한때 20∼30명대까지 떨어지기도 했지만, 이달 초순에 100명대로 올라선 뒤 급증세를 이어가고 있다.

일본 정부와 도쿄도(都)는 최근 확진자가 늘고 있는 것은 유전자증폭(PCR) 검사 건수가 많아졌기 때문이라고 설명하고 있다.

일본의 하루 PCR 검사 건수는 지난 12일 기준으로 5천12건이었다.

일본 정부는 신규 확진자가 급증 추세이지만 외출 자제와 영업 중단 등을 사실상 강제하는 긴급사태로 다시 대응하는 것에는 경제적인 타격을 우려해 조심스러운 입장을 견지하고 있다.

일본 정부 대변인인 스가 요시히데(菅義偉) 관방장관은 이날 오후 기자회견에서도 긴급사태 선포 가능성을 묻는 말에 "입원 환자가 늘고 있지만 의료 체제가 압박을 받을 상황은 아닌 것으로 인식하고 있다"면서 "(신규 확진자 수 외에 다른 요소들을) 종합적으로 판단해야 한다"고 부정적인 견해를 나타냈다.

일본 정부 코로나19 감염증대책 분과회를 이끄는 오미 시게루(尾身茂) 회장은 이날 저녁 기자회견에서 "폭발적 확산에 이른 것은 아니다"라고 현 상황을 평가하면서 횡보 수준에서 벗어나 완만하게 증가하는 단계에 있는 것으로 보인다는 견해를 밝혔다.

그는 다만 감염이 급속히 확산할 가능성이 있는 만큼 업종별로 적합한 세부 예방 대책을 세우고 지금 할 수 있는 일은 당장 실천해야 한다고 지적했다.

이런 가운데 일본 정부는 긴급사태 영향으로 큰 타격을 입은 지역 관광업계를 지원하기 위해 지난 4월 결정한 긴급경제대책에 포함했던 '고 투(Go To) 트래블' 캠페인을 도쿄도(都)를 제외한 46개 도부현(道府縣·일본 광역단체)에서 22일부터 시행하는 쪽으로 방향을 잡았다.

정부 예산 1조3천500억엔(약 15조원)이 투입되는 이 사업은 국내 여행 비용의 50% 상당(1박 기준 1회에 최대 2만엔)을 보조하는 사업이다.

애초 8월 중순 시작할 예정이었다가 바다의날(23일)과 체육의날(24일) 공휴일이 끼어 일본에서 나흘 연휴가 시작되는 전날인 오는 22일부터 전면 시행하는 것으로 앞당겼다.

그러나 최근 코로나19 확진자가 급증하면서 도쿄도를 비롯한 일부 지자체와 정치권에서 조기 시행에 반대하는 목소리가 커지자 정부 측은 일단 도쿄도에서 출발하고 도착하는 경우를 제외하고 시행키로 했다.

아베 신조(安倍晋三) 총리는 "현 감염 상황을 근거로 판단했다"며 도쿄도를 제외한 배경을 설명했다고 교도통신은 전했다.

하지만 이날 일본 전역에서 600명이 넘는 신규 확진자가 나옴에 따라 코로나19를 확산시킬 수 있는 여행 장려 캠페인을 강행하는 것을 두고 비판의 목소리가 커질 것으로 보인다.
