관련 선거법 개정안 하원 심의 통과…"선거 부정 조장" 비판 목소리

(모스크바=연합뉴스) 유철종 특파원 = 러시아에서 의회 의원들을 뽑는 총선을 비롯한 주요 선거의 투표일이 최대 3일까지 늘어나게 될 것으로 보인다.

타스 통신 등에 따르면 러시아 하원(국가두마)은 21일(현지시간) 제3차 최종 독회(심의)에서 모든 선거와 국민투표 때 유권자들이 최대 3일에 걸쳐 투표를 할 수 있도록 허용하는 내용을 담은 선거법 개정안을 통과시켰다.

개정안에 따르면 투표는 최대 3일까지 여러 날에 걸쳐 진행될 수 있으며, 구체적 투표일수는 선거관리위원회가 정한다.

이 같은 복수일 투표 방식은 지방 선거뿐 아니라 연방 의회 의원을 선출하는 총선, 국민투표 등에도 적용될 수 있으며, 개표는 마지막 날 투표가 종료된 뒤 곧바로 실시된다.

법률 개정안에는 또 필요할 경우 투표소가 아닌 다른 특정 장소에서의 투표를 허용하는 내용도 포함됐다.

하원을 통과한 개정안은 상원 승인과 블라디미르 푸틴 대통령의 최종 서명을 거쳐 채택된다.

하지만 크렘린궁과 우호적 관계를 맺고 있는 상원이 여당의 지지로 하원을 통과한 법안을 거부하는 경우는 거의 없어 법안 채택이 유력해 보인다.

법률 개정과 관련 지지자들은 유권자들이 투표할 시간을 내기가 수월해질 것이라고 지지 입장을 밝힌 반면, 비판론자들은 선거감시단과 투표소 직원들이 투표 부정이 없도록 감독하기가 몹시 어려워질 것이라며 반대 의사를 표시했다.

러시아의 독립적 선거감시기구인 '골로스'는 "현재의 선거 행태를 고려할 때 복수일 투표에 대한 공적 통제가 보장되지 않는 한 극히 위험한 방식"이라고 지적했다.

러시아는 최근 푸틴 대통령의 5기 집권을 허용하는 헌법 개정 국민투표를 실시하면서 신종 코로나바이러스 감염증(코로나19) 전파 위험을 들어 복수 투표일 방식을 적용한 바 있다.

개헌 투표가 6월 25일부터 7월 1일까지 1주일 동안이나 진행됐으며 모스크바를 비롯한 2개 도시에선 인터넷을 통한 온라인 투표도 허용됐다.

투표 결과 개헌안은 약 68%의 투표율과 78%에 육박하는 지지율로 통과됐다.
