38선 접경지역 주인없는 땅, 경작민이 매입 가능

(세종=연합뉴스) 정수연 기자 = 그동안 무주지(주인 없는 땅)로 남아있던 38선 접경지역 토지를 기존 경작민이 매입할 수 있는 규정이 마련됐다.

정부는 28일 국무회의를 열어 이런 내용을 담은 '수복지역 내 국유화된 토지의 매각 및 대부에 관한 사무처리 규정안'을 의결하고 다음 달 5일부터 시행하기로 했다고 기획재정부가 밝혔다.

지난 2월 수복지역 내 무주지 문제를 해결하기 위한 특별법이 시행됐으나 강원도 양구 해안면 등 일부 지역은 여전히 주인 없는 땅으로 남아 있었다.

이날 의결된 규정안은 무주지를 경작민에 수의 매각·대부 할 수 있도록 했다.

토지를 사들일 수 있는 이들은 ▲ 수복지역의 원주민 또는 국가이주정책에 따른 정책 이주자 ▲ 원주민·정책이주자의 권리승계인 ▲ 수복지역 내로 전입해 일정 기간 이상 해당 토지를 점유·경작하고 있는 사람이다.

매각 방법은 가구당 3만㎡ 범위에서 개간·경작 기간 등에 따라 차등화할 예정이다.

대부의 경우 가구당 최고 6만㎡ 범위에서 경작민에게 빌려줄 수 있게 했다.
