(서울=연합뉴스) 이유미 강민경 기자 = 박지원 국가정보원장 후보자에 대한 27일 국회 정보위원회 인사청문회에서 2000년 남북정상회담 과정에서 30억 달러 규모의 대북 지원에 대해 남북이 '이면 합의'를 했다는 의혹이 논란이 됐다.

미래통합당이 이면 합의의 증거 문건이라며 '4·8 남북 경제협력 합의서'를 공개했지만, 박 후보자는 "위조 문서"라며 합의서의 존재를 부인했다.

2000년 당시 남측 특사였던 박 후보자는 북측과 논의 과정에서 정상회담 이후 남북 협력이 이뤄지면 아시아개발은행(ADB), 국제부흥개발은행(IBRD), 민간 기업을 통해 20억∼30억 달러 투자는 이뤄질 수 있다고 이야기를 나눈 사실을 비공개 청문회에서 인정했다.

이를 두고 통합당은 "이면 합의 논의에 대해 인정한 것"이라고 해석했지만, 박 후보자는 "돈을 주겠다고 한 적이 없다"고 반박하며 공방을 이어갔다.

정보위 미래통합당 간사인 하태경 의원은 비공개 청문회를 마친 뒤 언론 브리핑에서 이면 합의 의혹과 관련해 "박 후보자가 논의는 됐다고 밝혔다"고 전했다.

하 의원은 "이런 이야기를 (남북 간에) 했다는 건 인정한 것"이라며 "즉 합의문의 내용은 (남북이) 언급했지만, 실제 합의문을 작성하지 않았고 서명하지 않았다는 것이 박 후보자의 답변"이라고 의미를 부여했다.

그러나 박 후보자는 연합뉴스와 통화에서 비공개 답변 내용에 대해 "북한이 상하이·베이징 접촉에서 20억 달러 현금 지원을 요구했으나, 우리는 어떤 경우에도 현금 지급을 할 수 없다는 입장을 밝혔다"고 설명했다.

이어 "(북한에) 만약 정상회담 후 남북이 교류 협력을 하게 되면 ADB, IBRD, 남한 기업, 외국 기업에서 20억∼30억 달러 투자는 금방 들어온다. 그런 것을 해야지 우리는 현금 지급은 할 수 없다고 이야기했다"고 청문회 발언 내용을 전했다.

박 후보자는 '이면합의서 작성·서명과 별개로 관련 논의가 있었던 것 아니냐'는 연합뉴스의 질문에는 "논의도, 경제협력으로 돈을 주겠다고 합의한 사실도 절대 없다"고 거듭 부인했다.

통합당은 이날 청문회에서 박 후보자가 2000년 6·15 남북정상회담 성사 과정에서 총 30억 달러를 북한에 별도로 제공하는 '4·8 남북 경제협력 합의서'에 서명했다고 주장했다.

통합당이 공개한 합의서 사본에는 ▲ 2000년 6월부터 3년간 25억 달러의 투자 및 경제협력 차관을 (북한의) 사회간접자본 부문에 제공한다 ▲ 남측은 남북정상회담을 계기로 5억 달러를 제공한다 등의 내용과 당시 남측 특사였던 박 후보자와 북측 송호경 조선아시아태평양위원회 부위원장의 서명이 담겨있다.

통합당에서는 박 후보자가 이 문건에 대해 공개로 진행된 청문회에서 "기억도 없고 (서명도) 하지 않았다"고 답변했다 "위조 문서"로 규정한 데 이어 비공개 청문회에서 "논의는 됐다"고 말을 바꾼 것 아니냐는 지적도 나왔다.

아울러 복수의 여야 참석자에 따르면 박 후보자는 비공개 청문회에서 "북미 간 빅딜은 어렵다"며 "스몰딜이라도 되면 중요한 진전"이라는 입장도 밝혔다고 한다.

정보위는 28일 오전 전체회의를 열어 인사청문 경과보고서 채택을 시도한다.

그러나 통합당이 박 후보자의 학력 위조 의혹에 대한 교육부 차원의 조사를 보고서 채택의 전제조건으로 걸고 있어 논의에 난항이 예상된다.
