(서울=연합뉴스) 하채림 기자 = 최근 3년간 풍수해로 침수나 낙하물 피해를 본 차량이 1만8천여대에 이르는 것으로 집계됐다.

16일 손해보험업계에 따르면 지난해 자동차보험사에 태풍 또는 장마 피해가 접수된 차량은 전국적으로 1만232대다.

손해액(피해액)은 343억원으로 추정됐다.

작년 7∼10월에 우리나라는 태풍 다나스, 링링, 타파, 미탁의 영향을 받았다.

2017년과 2018년에는 각각 4천39대와 4천262대가 태풍 또는 집중호우로 침수되거나 낙하물에 맞아 피해를 봤다

추정 손해액은 각각 419억원과 317억원이다.

앞서 2011년에는 집중호우로 차량 1만4천602대에 총 993억원에 이르는 피해가 났으며, 2003년에는 태풍 매미가 강타해 차량이 무더기로 침수되는 등 피해 규모가 4만1천42대, 911억원으로 추산됐다.

태풍이나 집중호우에 따른 유사 차량 피해가 매년 반복되는 것은 기후변화로 국지성 호우나 게릴라성 폭우가 잦아진 탓이다. 둔치 같은 저지대에 주차된 차량을 미처 이동시키기 전에 순식간에 물이 불어나 다수 차량이 물에 잠기는 사태가 벌어진다.

작년까지는 침수 우려 지역에 주차된 차량이 있어도 운전자에게 연락이 닿지 않으면 자치단체가 임의로 견인할 법적 근거가 충분치 않았다.

작년 말 '재난 및 안전관리 기본법'이 개정돼 대피명령에 불이행하는 차량은 시군구청장이나 지역통제단장(재난현장 소방본부장이나 소방서장)이 강제 견인할 수 있는 조항이 마련됐다.

손해보험업계 관계자는 "호우 예보가 있으면 둔치주차장 같은 침수 우려 지역에 주차를 자제해야 하며, 불가피하다면 차량 속 잘 보이는 곳에 비상연락처를 표시해 신속하게 연락을 받을 수 있게 해야 한다"고 조언했다.
