독일 미성년자 280만명 빈곤…"코로나19에 원격수업도 못해"

(베를린=연합뉴스) 이광빈 특파원 = 독일에서 아직도 280만 명의 미성년자가 빈곤 속에서 생활하고 있는 것으로 나타났다.

22일 현지언론에 따르면 독일 베르텔스만재단은 18세 이하 21.3%가 빈곤한 생활 환경에 처해있다는 내용의 보고서를 발표했다.

베르텔스만재단은 2014년 이후 독일의 어린이 빈곤율이 거의 개선되지 않고 있다고 설명했다.

베르텔스만재단은 "어린이 빈곤은 풀리지 않는 구조적 문제로 어린이의 성장과 교육, 미래 등에 상당한 영향을 미치고 있다"고 말했다.

특히 베르텔스만재단은 보고서에서 코로나19 확산 사태로 시간제 일자리에 종사하는 빈곤 가정의 부모가 일자리를 잃거나 소득이 줄어들 가능성이 커졌다면서, 빈곤 가정의 어린이들이 더 열악한 환경에 처할 수 있다고 우려했다.

또 코로나19 확산 사태로 학교 수업이 원격으로 이뤄진 상황에서, 가정에 디지털 기기가 부족한 빈곤층 어린이들이 학습권을 보장받지 못했다고 지적했다.

보고서에 따르면 기초생활 수급층 가구의 어린이들은 24%가 인터넷과 연결된 컴퓨터를 사용하지 못하고 있다.
