내일부터 수도권 공공시설 운영재개…문체부 소관시설 22일부터(종합2보)

수도권 방역강화조치 부분 완화…12개 고위험시설 제외

야구 등 프로스포츠 관중 입장 허용 여부는 추후 검토

일각선 확산세 꺾이지 않은 상황서 "이른 조치" 지적도

(서울=연합뉴스) 신선미 기자 = 20일부터 수도권의 박물관·미술관·도서관 등 공공시설이 입장 인원 제한 하에 다시 문을 열 수 있게 됐다.

수도권의 신종 코로나바이러스 감염증(코로나19) 확산세가 다소 진정되면서 정부가 이 지역에 적용했던 '강화된 방역조치'를 일부 완화하기로 한 데 따른 것이다.

보건복지부 중앙사고수습본부(중수본)는 19일 중앙재난안전대책본부에 이런 내용의 수도권 방역 강화조치 조정방안을 보고했다.

이번 조정안에 따라 운영제한 명령이 20일 해제되면서 수도권 공공시설은 다시 문을 열 수 있다. 지난 5월 29일 이후 한 달 보름여 만이다.

각 시설은 내부 준비를 거쳐 상황에 맞게 순차적으로 개관하는데 문화체육관광부 소관 국립문화예술시설은 22일부터 운영을 재개할 예정이다.

다만 좁은 공간에 다수가 몰리는 것을 방지하기 위해 입장 인원을 제한하고 확진자가 발생했을 때 역학조사를 위한 전자출입명부를 도입해야 하며, 입장객은 마스크를 착용하는 등 방역수칙을 준수해야 한다.

시설별로는 중앙박물관, 민속박물관, 역사박물관, 한글박물관, 현대미술관(과천, 서울, 덕수궁), 중앙도서관(중앙, 어린이청소년), 장애인도서관 등 10개 기관은 수용인원의 최대 30% 범위 안에서 입장을 허용한다. 이 기관들은 예약제를 시행하고 시간당 이용 인원의 10% 범위 내에서 현장 신청을 받아 특정 시간에 많은 사람이 몰리지 않게 조정해야 한다.

국립중앙극장, 국립국악원(본원), 정동극장, 예술의전당, 국립극단(명동예술극장, 백성희·장민호 극장, 판), 대학로·아르코 극장 등 8곳은 수용 인원을 50%로 제한해 기획공연과 민간대관을 할 수 있다. 국립고궁박물관도 일일 이용객을 최대 1천명까지 받을 수 있고 궁궐과 왕릉을 개방한다.

공공시설과 달리 감염위험이 높은 유흥주점, 노래연습장 등 고위험시설 12곳에 대한 집합제한 조치와 방역수칙 준수 의무화는 계속 유지된다.

수도권 방역강화 조치대상이었지만 고위험시설에는 속하지 않는 PC방, 300인 미만 소형학원 등에 대한 방역수칙 의무화 여부는 각 지자체가 판단해 결정할 수 있도록 조치했다. 정부와 지자체는 운영 재개 시설에 대해 안전한 시설 이용이 가능한지 방역 조치 상황을 상시 점검할 계획이다.

이번 조정방안에 야구, 축구 등 프로스포츠의 관중 입장 허용은 포함되지 않았다. 정부는 향후 전국적인 환자 발생 추이를 고려해 다시 검토할 예정이다.

정부는 앞서 지난 5월 초 이태원 클럽발(發) 코로나19 확산에 이어 경기 부천 쿠팡물류센터에서도 집단감염이 발생하자 5월 29일부터 수도권 공공시설 8천여곳의 운영을 중단하고, 유흥주점·학원·PC방 등 고위험시설의 운영을 자제하도록 하는 방역 강화대책을 시행해 왔다.

그러나 감염 위험성이 낮은 공공시설까지 문을 닫으면서 저소득층의 문화생활 접근성이 훼손됐다는 지적이 제기됐고, 이런 상황에서 수도권의 확진자 수가 감소세를 보이자 이번 부분 완화 방안을 마련했다.

정부의 이번 조치에 대해 일각에선 코로나19 확산세가 완전히 꺾이지 않은 상황에서 다소 이른 조치라는 지적도 나온다.

천병철 고려대 예방의학과 교수는 "방역에 방점을 둔다면 실내 공간인 박물관이나 문화시설을 여는 것은 바람직하지 않다"며 "특히 에어컨이 가동되는 상황에서 여러 사람이 모이는 시설의 문을 여는 것은 확산 위험성이 있을 수 있다"고 말했다.

그는 "이런 조치를 했을 때 정말 안전하다고 볼 수 있는지 사전에 충분히 검토해봤으면 한다"면서 "학생들이 방학을 맞고 휴가철이 다가오는 상황에서 꼭 열어야 한다면 개인적으로는 사람이 모이게 하는 것보다 온라인(관람)을 강화하는 편이 어떨까 싶다"고 덧붙였다.
