경실련 "21대 초선 151명 중 42명 다주택…상위 10% 1인당 58억"

부동산재산 1위는 '170억원' 백종헌 미래통합당 의원

초선의원 22명은 강남4구 주택 보유

(서울=연합뉴스) 김치연 기자 = 21대 국회에 처음으로 입성한 의원 10명 중 3명은 주택 2채 이상을 보유한 다주택자라는 조사 결과가 나왔다.

경제정의실천시민연합(경실련)은 16일 기자회견을 열고 "재산 신고내용을 분석한 결과 21대 초선의원 151명 중 27.8%인 42명이 다주택자였다"고 밝혔다.

이번 조사는 올해 3월 국회의원 출마 당시 각 후보가 선거관리위원회에 신고한 부동산 재산을 토대로 이뤄졌으며 총선 이후 매각한 재산은 반영하지 않았다. 의원들의 당적은 선관위 신고 당시 기준이다.

21대 초선의원 3주택 이상 보유자

의원 본인과 배우자의 주택 보유 현황을 보면, 2채 이상 주택을 보유한 의원이 42명(27.8%)이고, 이 중 7명은 3채 이상을 보유한 것으로 신고했다. 무주택자는 26명(17.2%)이었다.

3주택 이상 보유자는 더불어민주당 김주영 의원, 더불어시민당의 김홍걸·양정숙 의원, 미래통합당 김희곤·황보승희 의원, 미래한국당 서정숙·윤주경 의원 등이었다.

21대 초선의원 부동산재산 상위 15인

신고액(공시지가) 기준 보유 부동산재산(건물 및 토지 포함)이 가장 많은 의원은 170억2천만원을 신고한 백종헌 미래통합당 의원이었다.

김은혜 미래통합당 의원(168억5천만원), 한무경 미래한국당 의원(103억5천만원), 김홍걸 더불어시민당 의원(76억4천만원), 안병길 미래통합당 의원(67억1천만원) 등이 그 뒤를 이었다.

특히 초선의원 중 재산 상위 10%에 해당하는 15명의 부동산재산 신고총액은 873억원으로 1인당 평균 58억2천만원 상당을 보유한 것으로 조사됐다.

상위 15명 중 미래통합당·미래한국당 소속 의원은 10명이고, 더불어민주당·더불어시민당 소속 의원은 5명이었다.

전체 초선의원의 부동산 신고총액은 1천768억원으로, 1인당 평균 11억7천만원꼴이었다.

경실련은 "공시가격을 기준으로 계산한 것으로 시세를 반영하면 실제로는 1인당 평균 부동산재산은 15억원 이상으로 추정된다"고 말했다.

정당별로 초선의원들의 부동산재산 신고 평균액을 보면 미래통합당·미래한국당은 18억5천만원이었고 더불어민주당·더불어시민당은 7억8천만원, 열린민주당(6억4천만원), 국민의당(2억8천만원), 정의당(2억4천만원) 순이었다.

의원들이 보유한 주택의 수도권 편중 현상도 심했다. 초선의원들이 본인과 배우자 명의로 보유한 주택 173채 중 47.4%에 해당하는 82채는 서울에 있었으며, 경기·인천을 포함하면 119채(68.8%)가 수도권에 집중돼있었다.

또 강남4구에 본인과 배우자 명의로 주택을 보유한 초선의원은 22명이었다.

이중 양정숙 더불어시민당 의원은 강남4구에 3채를 보유했고 김홍걸 더불어시민당 의원은 2채를 보유한 것으로 조사됐다.

경실련은 "국회가 집값안정과 고위공직자의 투명한 재산공개를 위해 관련법 개정에 앞장서야 한다"며 "부동산재산은 모두 실거래가로 신고하고 부동산 재산이 많거나 다주택 의원은 기획재정위원회와 국토교통위원회 등 관련 상임위원회에서 배제해야 한다"고 비판했다.
