(서울=연합뉴스) 김연숙 한혜원 기자 = 재테크 전문가들은 정부가 22일 발표한 세법개정안 가운데 금융투자소득 과세, 개인 유사법인에 대한 과세 등에 주목했다.

다주택자 등 자산가의 세 부담은 늘어나는 만큼 그동안 쏠림 현상이 심한 부동산에서 벗어나 금융투자 등 다양한 투자 방식을 고려하는 것도 좋겠다고 조언했다. 비교적 세 부담이 덜한 수익형 부동산으로 자금이 흘러갈 것이라는 전망도 나온다.

세법개정안에 따르면 2021∼2023년에 걸쳐 증권거래세가 인하되고 2023년부터는 상장주식과 주식형 펀드 등을 포괄하는 금융투자소득에 양도세율 20%(3억원 초과분은 25%)가 적용된다.

상장주식 투자이익에 대한 기본공제는 5천만원으로, 기존에 알려진 2천만원보다 상향해 과세 대상을 줄였다.

송지용 하나은행 자산관리사업지원부 세무사는 "이번 개정안은 세원은 넓히되 공제 한도를 늘려주는 등 과세대상의 하단은 풀어주는 게 특징"이라고 규정했다.

송 세무사는 "당장은 과세범위가 늘어나지만 공제 한도가 오르다 보니 사실상 과세 부담이 크게 늘지는 않는다"며 "세원 확대 추세를 볼 때 고객들이 자금을 축적할 때에는 부동산 등 한곳에 몰아서 하기보다는 금융상품 쪽도 적극적으로 활용하는 게 좋겠다"고 조언했다.

호지영 우리은행 택스컨설팅센터 세무사는 "2022년까지는 소액주주에게 과세하지 않지만 이듬해부터 과세 부분이 있다는 걸 염두에 둬야 한다"며 "금융파생상품 등에 투자하는 분들은 미리 준비할 필요가 있다"고 말했다.

어차피 과세 대상이 확대되는 거라면 금융상품 선택의 폭이 넓어질 것이란 분석도 있다.

황재규 신한은행 WM추진부 팀장은 "그동안 주가연계증권(ELS)은 전액 세금이 매겨지다 보니 일정 금액을 넘지 않도록 관리하는 분들이 많았는데, 앞으로 주식형 펀드 등도 똑같이 과세한다면 상황이 달라진다"고 전제했다.

이어 "여력이 있는 분은 정기예금 대비 2∼3배 받을 수 있는 ELS나 부동산 펀드, 세제개편에도 1억원까지 분리과세 혜택을 주는 사회간접자본(SOC) 펀드 등에 주목할 만하다"며 "상대적으로 주식보다 안정으로 수익을 받을 수 있지만, 과세 때문에 분배했던 투자 대상에 쏠릴 수 있는 요인이 될 것"이라고 설명했다.

개정안은 법인 부동산에 대해 부담을 강화했다. 개인이 법인을 세워 소득세 부담을 회피하는 것을 막기 위해 '배당소득세 선(先) 과세' 제도가 신설된다.

이러한 변화에 시중에 풀린 유동성이 결국 수익형 부동산으로 옮겨갈 것이란 전망도 있다.

황 팀장은 "부동산 세 부담이 강화되는 것은 말할 것도 없고, 당장은 아니지만 금융투자 소득세가 신설된다고 하니 상대적으로 과세 부담이 덜하고 '다주택자'의 영향이 없는 상가나 건물 등 수익형 부동산의 매력이 커질 것"이라고 내다봤다.
