군포시의원 1년새 두번 제명처분…개발사업 사기 연루 의혹

시의회, 임시회 열어 제명징계 요구안 가결

(군포=연합뉴스) 김인유 기자 = 지난해 경기 군포시청의 등기업무를 대행한 논란으로 시의회에서 제명 처분됐다가 소송에서 이겨 살아난 미래통합당 A 의원이 이번에는 사기혐의로 피소된 것과 관련해 또다시 제명처분을 받았다.

군포시의회는 31일 제248회 임시회를 열어 A 의원에 대한 제명 징계요구안을 가결했다.

군포시의회 의원 9명(더불어민주당 6명, 미래통합당 3명) 가운데 7명이 표결에 참석해 6명이 찬성하고 1명이 반대했다.

성복임 군포시의회 의장은 제명의결 후 "후반기 의회가 시작된 지 얼마 지나지 않아 불미스러운 일로 시민 여러분께 심려를 끼쳐 죄송하다"며 "이번 일을 타산지석으로 삼아 윤리와 공정을 다시 세워 투명한 의회로 거듭나겠다"고 말했다.

A 의원은 금정역 일대 개발사업과 관련해 개발업체로부터 수억원대의 사기 혐의로 최근 소송을 당했다.

A 의원은 지난 14일 의원직 수행에 부적절한 처신을 보였다며 의원직을 사퇴하겠다는 의사를 밝혔으나, 22일 자신의 의혹을 부인하며 소명할 기회가 필요하다는 이유로 사퇴를 번복했다.

이에 군포지역 시민단체들이 "비리 혐의가 있는 해당 의원을 제명하라"고 요구했다.

앞서 A 의원은 2014년부터 시청 등기업무를 맡아 부동산 등기와 등기 외 업무 등 20건을 통해 3천200여만원의 계약을 체결했다는 사유 등으로 지난해 5월 시의회로부터 제명처분을 받았다.

그러나 한 달 뒤인 지난해 6월 시의회를 상대로 낸 집행정지 신청이 법원에서 받아들여져 의회에 복귀한 데 이어 올 2월 제명의결처분 무효확인 등 청구 소송에서도 승소해 의원직을 유지했다.

당시 재판부인 수원지법 행정2부(김정민 부장판사)는 "A 의원에 대한 징계 사유는 일부 인정되지만, 이 사건과 관련한 조례에 따르면 영리 거래금지 위반의 경우 경고, 공개사과, 출석정지에 처하도록 규정하고 있다"면서 "특별한 사정이 없으면 제명의 징계를 할 수 없다고 보는 것이 타당하다"고 판시했다.

한편, A 의원은 이번 제명처분과 관련해 입장을 밝히지 않았다.
