日정치권 '코로나19 대응' 명분 내걸고 개헌 시도

'심각한 전염병 발생 시 내각이 법률제정·의원 임기연장' 제언

(도쿄=연합뉴스) 이세원 특파원 = 신종 코로나바이러스 감염증(코로나19) 확산을 헌법 개정의 동력으로 삼으려는 움직임이 일본 정치권에서 감지되고 있다.

시모무라 하쿠분(下村博文) 집권 자민당 선거대책위원장이 회장을 맡은 '새로운 국가 비전을 생각하는 의원연맹'(이하 연맹)은 일본 헌법에 긴급사태 조항을 추가하고 심각한 전염병이 유행하는 경우에도 이를 적용할 수 있도록 하는 취지의 개헌안을 머지않아 내놓을 것이라고 니혼게이자이(日本經濟)신문(닛케이) 19일 보도했다.

보도에 따르면 연맹은 코로나19와 같은 전염병이 확산하는 경우에도 긴급사태로 간주해 국회의 통상적인 입법 절차를 거치지 않고 내각이 법률과 같은 효력을 지니는 긴급 정령을 만들 수 있도록 새로운 개헌안을 제안한다.

자민당은 대규모 재해가 발생하거나 유사시에 정부의 권한을 일시적으로 강화할 수 있도록 하는 긴급사태 조항을 반영하는 개헌안을 2018년 내놓았다.

당시 내놓은 개헌안은 코로나19와 같은 전염병 확산이 긴급사태에 해당하는지 분명하지 않기 때문에 이를 명확하게 하는 새로운 개헌안을 제안한다는 취지다.

개헌안에는 긴급사태로 인해 국회의원 선거를 하기 어려울 경우 중의원이나 참의원의 임기를 연장하는 특례 조항도 포함돼 있다.

이와 관련해 연맹은 코로나19가 확산해 선거를 실시하기 어려운 경우 임기 연장을 인정해야 한다는 의견을 낼 것으로 보인다.

연맹은 이르면 다음 달 하순 열릴 총회에서 개헌안에 관한 제언을 결정해 아베 신조(安倍晋三) 일본 총리나 호소다 히로유키(細田博之) 자민당 개헌추진본부장에게 제출한다.

아베 총리는 사실상 내년 9월까지인 임기 중에 개헌을 달성하고 싶다는 뜻을 거듭 밝혔으나 최근 코로나19가 확산하고 정부의 대응 미숙에 대한 비판 여론이 고조해 개헌 논의가 정체돼 있다.

연맹의 움직임은 개헌 지지 세력이 코로나19를 개헌 동력으로 삼으려는 분위기를 보여주는 것으로 향후 여론의 반응이 주목된다.
