정부 "실거주 1주택자, 7·10 대책으로 추가 가중 세부담 없다"

(세종=연합뉴스) 김연정 기자 = 정부는 '7·10 부동산 대책'으로 인해 실거주 목적의 1세대 1주택자에 추가로 가중되는 부담은 없다고 18일 강조했다.

정부는 이날 '실수요자 보호를 최우선으로 주택시장 안정을 위해 최선을 다하겠습니다'라는 제목의 보도설명자료를 내고 "7·10 대책은 다주택자와 단기 차익을 노리는 투기성 거래에 대해서만 조세 부담을 강화했다"며 이렇게 밝혔다.

일각에서 이번 대책으로 인해 다주택자 뿐 아니라 1세대 1주택자의 세 부담도 함께 늘어난다는 주장을 제기하는 데 대한 반박 성격이다.

정부는 우선 실수요자 보호를 위해 실거주 1세대 1주택자에 대해서는 다양한 비과세·감면 혜택을 운영하고 있다고 설명했다.

먼저 취득세와 관련해 생애 최초로 주택을 구입하는 경우 3억원 이하(수도권은 4억원 이하) 주택에 대해 취득세를 50~100% 감면할 계획이라며 "이번 대책에서의 취득세율 인상은 다주택자와 법인에 국한되며, 거주하려는 주택을 교체하려는 목적의 일시적 2주택자에 대해서도 취득세를 중과하지 않는다"고 강조했다.

앞서 정부는 1주택자에 대한 취득세율은 현행 1∼3%를 유지하되, 2주택자는 8%, 3주택 이상과 법인은 12%로 취득세율을 각각 인상한다고 발표한 바 있다.

또 보유세와 관련해서는 "1주택자에 대한 종부세율 인상은 지난해 12·16 대책으로 발표된 0.2~0.3%포인트 수준이며, 이번 7·10 대책으로 종부세가 인상되는 경우는 다주택자(전체 인구의 0.4%)에 한정된다"고 밝혔다.

그러면서 "시가 15억원 상당의 1주택자가 부담하는 종부세 증가액(시가가 상승하지 않는 경우)은 연 6만(최대 공제 시)∼50만원(공제 미적용 시) 수준이며, 종부세를 납부하는 1주택자 대부분은 종부세 증가액이 이보다 더 낮다"고 설명했다.

종부세를 납부하는 1주택자 중 시가 15억원(공시가격 12억원) 이하 1주택자는 전체의 59.1% 수준이다.

아울러 정부는 "해당 주택을 장기간 보유했거나 고령자인 경우 종부세의 최대 70%까지 세액공제를 받을 수 있고, 내년부터는 공제 한도가 80%로 추가 상향된다"고 설명했다.

이어 "재산세의 경우는 세율 변동이 전혀 없어 주택가격 상승에 따른 공시가격 변동이 있는 경우 이외에는 재산세 부담이 크게 변동되지 않는다"고 밝혔다.

공시가격 현실화의 경우도 대다수 국민이 보유한 주택(시세 9억원 미만, 95.2%)은 공시가격 현실화 없이 시세변동분만 반영해 올해 공시가격이 결정됐다는 게 정부 설명이다.

정부는 "급격한 세 부담 증가가 없도록 주택가액별로 세 부담 상한제도를 운영하고 있다"며 "추가로 장기보유 1주택 고령자에 대해서는 세 부담 상한 특례를 추진할 예정"이라고 밝혔다.

그러면서 "가격이 많이 상승한 주택의 경우 상대적으로 보유세 부담이 증가하는데, 이는 집값이 많이 오른 고가주택에 대한 과세형평 측면에서 불가피한 것"이라고 강조했다.

끝으로 양도세와 관련해서는 "9억원 이하 주택은 1주택자가 2년 이상 보유했을 경우 양도세가 발생하지 않는다"며 "9억원 이상의 주택이더라도 장기간 보유하고 거주한 경우 양도세 계산 시 최대 80%까지 양도차익이 공제되므로 실제 발생하는 세 부담이 높지 않은 수준"이라고 밝혔다.

이 밖에 정부는 "무주택 실수요자에 대해서도 생애 최초 특별공급 물량 배정, 신혼부부 특별공급 지원, 연소득 9천만원 이하 가구의 생애 첫 주택 구입에 대한 시중은행 주택담보대출 시 주택담보대출비율(LTV), 총부채상환비율(DTI) 10% 완화 적용 등을 통해 지원을 계속 강화해가고 있다"고 설명했다.
